Description
Delegates to the Constitutional Convention heard two branches of the state government criticized yesterday he Legislature for its spending practices and the Supreme Court for its slowness. The panel offered several ideas for fiscal reform , including a tighter definition of what kinds of groups the Legislature can grant money to. The lengthy delays caused by the appeal process and the backlog problem allow convicted criminals to remain out of jail on bail and let insurance companies invest the money they have at stake in civil suits while waiting for their appeals to be heard.
