Public Funding for Campaigns

Campbell argues that public funding can revitalize the electoral system; she has introduced a proposal for a state income tax check off to accomplish this. Public funding of political campaigns exists now on the federal level and has been upheld by the courts under the constitutional provision authorizing Congress to collect taxes to pay debts and to provide for the common defense and general welfare.
