(from page 1): In a reversal of a previous action, the convention voted 52-44 to roll back on on its support of a proposal granting voters the option of rejecting all candidates in an election. The Committee on Submission and Information tentatively voted to approve a ballot that will not explicitly indicate that some controverisal proposals debated in the convention would be included under general topic areas that the electorate will consider. Voters would be asked to vote yes or no? on proposed amendments relating to "legislative terms, functions and procedures.”
