Dr. Jam es Kumagai, deputy director for environmental health, has a weighty task before him these days — to strike a balance between environmental quality vs. economic development. The bulk of the testimony from government agencies and private industry is against the proposal. Some opponents have challenged the authority of the Health Department to promulgate rules relating to stream diversion. Kumagai is seeking to resolve the man vs. nature conflict.
