1978: UPW Opposes Popular Proposal

However, the unions also stood in opposition to popular proposals during the Con Con.  For example, the Initiative, Referendum and Recall (IRR) proposal was put on the table to give voters the right to introduce their own legislation at the ballot, and to recall any elected official that they feel has lost their confidence.  However, UPW and HGEA circulated a petition against the IRR stating that "these moves would be driven by emotion and not rationale."
